On Dec. 22, “The Conference on Development--Theory Seminar for “Belt&Road” and Development of Gansu Province(2018)”, jointly hosted by Gansu Provincial Party School(Gansu Institute of Public Administration) and Institute for Economics of Gansu Province( Information Center of Gansu Province), was held successfully. About 200 guests of well-known experts and scholars from outside Gansu Province, such as Chinese Academy of Social Sciences, Economic Science Press of China Finance & Economic Media Group, Southwestern University of Finance and Economics, Provincial Party School of Yunnan Province, Municipal Party School of Anqing Municipality of Anhui Province, as well as leaders of provincial colleges, universities and research institutes, deans of schools of economics and management of provincial colleges and universities, heads of functional departments of offices and bureaus, municipal and county-level officials, teachers in universities and colleges, teachers in municipal party schools, graduate students majoring in development economics, and correspondents from Xinhua’s Gansu Bureau, Economic Daily’s Bureau in Gansu, Guangming Daily, China Economic Times, Gansu Daily and News Center of GSTV, were invited to attend this seminar. Wu Yongjian, associate inspector of Gansu Provincial Party School(Gansu Institute of Public Administration), presided over the opening session of this conference.

Professor Feng Hu,executive vice president of Gansu Provincial Party School(Gansu Institute of Public Administration), delivered a warm speech and said that the school was lightened by all the presence, and it was a great thing for experts from Gansu Province and from outside this province gathering together, discussing excellent achievements and valuable experience generated from the course of forty-year reform and opening up, and proposing ideas for the development of Gansu Province in new era. As an old Chinese saying goes “Foreign stones may serve to polish domestic jade”, so we should not only obtain enlightenment from the 40 years of successful experience in reform and opening up, but also have the attitude of learning from others. Meeting of minds and brainstorming are expected to provide more innovative elements, and make the experience of reform and opening up and wisdom of “Belt & Road” play their roles in elevating Gansu’s economy onto a new stage featuring high-quality development.

Wang Chengyong, deputy director of Provincial Party Committee Propaganda Department claimed: As the whole nation is celebrating the 40^th anniversary of reform and opening up, the hosting of Theory Seminar for “Belt&Road” and Development of Gansu Province, jointly hosted by Gansu Provincial Party School(Gansu Institute of Public Administration) and Institute for Economics of Gansu Province, is of great and special significance. I hope that all of you can speak out, brainstorm, and put forward insights for the open development of Gansu province. I also hope that social science research institutions in our province can hold more seminars and forums like this one, and give full play to the role of the theory circle of social sciences as a think tank for the development of Gansu province.

Director Shilei’s speech was read by Cui Genshan, vice director of Institute for Economics of Gansu Province( Information Center of Gansu Province).

Five parts were concluded in the seminar: opening ceremony and keynote speech were held in the morning, “Foreign Stone”, round table forum for directors and round table forum for fresh stars were held in the afternoon. During the opening ceremony of the first part, a book launch of “Belt&Road” and Development of Gansu Province(2018) was held after Feng Hu,executive vice president of Gansu Provincial Party School(Gansu Institute of Public Administration), Wang Chengyong, deputy director of Provincial Party Committee Propaganda Department, and Shilei, director of Institute for Economics of Gansu Province( Information Center of Gansu Province) having delivered their speeches respectively. On the book launch, Du Peng, vice chairman, editor-auditor of Accounting Branch of Economic Science Press gave his speech; professor Zhang Jianjun, editor of the book and former director of the Institute of Economic and Social Development of the Provincial Party School made his address and presented copies to the audience.

The second part was keynote speech. Nine experts and scholars were invited to deliver their keynote speeches, they were: Fan Jianxin, deputy director of Academy of Marxism of Chinese Academy of Social Sciences, Ren Weidong, bureau chief of Xinhua’s Gansu Bureau, professor Wang Rongjun, vice director of Academy of Latin American Studies of Chinese Academy of Social Sciences, doctoral supervisor Sha Yongzhong, executive director of Social Science Administration of Lanzhou University, Fan Peng, chairman of Education, Science, Culture and Public Health Committee of the 13th People's Congress of Gansu Province, Zhang Zhiqiang, vice director of CASS Institute of Philosophy, Li Chenqi, bureau chief of Economic Daily’s Bureau in Gansu, Luo Zhe, vice chairman of Allied Social Science Association of Gansu Province, and Zhu Tingjun, vice chairman of Gansu Vocational Education Management Committee. This part was host by Zhu Zhiwen, vice president and research fellow of Gansu  Academy of Social Sciences.

The forth part was round table forum for directors, themed by “Belt & Road” and Development of Gansu Province. Guests presented in this part were Li Yubi, vice director of Institute of Central Asia Studies of Northwest Normal University, Wang Jianbing, director of Institute of Rural Development of Gansu Academy of Social Sciences, Dong Yun, associate research fellow of Institute of Finance Research under the Chinese Academy of Social Science, Duan Jianling, dean of school of international exchange of Gansu Agricultural University, and Du Lizhao, vice dean of School of Economics and Management of Lanzhou Jiaotong University. This part is hosted by professor Zhang Cungang, dean of School of Economy of LanZhou University of Finance and Economics.

The fifth part was round table forum for fresh stars. This part was consisted of two rounds. Wang Juanjuan, professor of LanZhou University of Finance and Economics, Cao He, experts from Think Tank of Policy Research Office of Gansu Provincial Party Committee, Gao Chunming, associate research fellow of Institute of Gansu Provincial economic studies, and Liu Yun, senior engineer of Institute for Economics of Gansu Province( Information Center of Gansu Province), participated in the first round. And Ao Dong, from School of Ethnology and Society of Northwest Minzu University, Zhang Cong, associate research fellow of Institute for Economics of Gansu Province, Yang Li, senior economist of Institute for Economics of Gansu Province, and Wang Rui, former vice chairman of Education and Research Department of Party History and Construction under Gansu Provincial Party School took part in the second round. These two rounds were hosted by professor Zhao Qianqian, former director of  Economy and Social Development Institute of Gansu Provincial Party School, and professor Ma Guifen respectively.

The closing ceremony was hosted by Zhang Jianjun, former director of the Institute of Economic and Social Development. Firstly, local branch of Social Science Press presented books to the library of Gansu Provincial Party School(Gansu Institute of Public Administration), and Xian Jinglin, former Director of the Academic Affairs Office of Gansu Provincial Party School, Wang Yong, master’s supervisor and professor of Northwest Normal University Law School and Zhang Bin, director of General Office of Gansu Provincial Party Committee made a wonderful comment on speeches of fresh stars. At last, Yang Wenfu, vice president of Gansu Provincial Party School(Gansu Institute of Public Administration) concluded that this conference was characterized by distinct theme, high level, rich content and excellent ideas. At the same time, he also pointed out several links that needed further improvement. The conference welcomed a successful conclusion with expected outcomes yielded.
